An Official website of the Commonwealth of MassachusettsJob Description - Lead Leaves & Benefits Coordinator (250003U4)DescriptionThe Executive Office of Health and Human Services (EOHHS) is pleased to offer an exciting career opportunity to motivated and experienced human resources professionals who are interested in joining EOHHS as a Benefits and Leaves Lead Coordinator.The Benefits and Leaves Lead Coordinator will assist in providing services to the EOHHS agencies throughout the Commonwealth by delivering exceptional customer service to employees, managers, and external parties by responding to inquiries regarding employee benefits and leave programs associated with state employment in a professional, team-oriented manner.Duties and Responsibilities (these duties are a general summary and are not all-inclusive)Leaves Administration:

  • Monitors EOHHS-Benefit and Leaves central mailbox to ensure timely action on benefits and leaves related emails by responding and resolving requests as required.
  • Maintains and audits FMLA and PFML master trackers to ensure that all leaves have been processed within the compliance deadlines.
  • Administers and coordinates Federal Family Medical Leave Act (FMLA) and Paid Family Medical Leave (PFML). Works as an intermediary to effectively coordinate all aspects of leave entitlement from the initial processing of leave requests to the employee's return to work.
  • Performs employee outreach and intake to gather leave request information.
  • Provide Time Report Codes (TRC), Leave Pay Preference Forms and conduct intakes to determine eligibility and amount of top-off.
  • Responds to inquiries and resolves issues with employees, managers, and external parties by providing exceptional customer service, employee outreach, responding to emails, phone calls, and in-person visits with timely follow-up. Fully documents and tracks all FMLA and PFML cases via electronic filing system and agency's leave management system.
  • Investigates issues regarding employee leaves to resolve problems within acceptable timeframes, routing or escalating complex matters to lead coordinators or managers.
  • Communicates and provides FMLA and PFML information to EOHHS staff as needed utilizing the Consolidated Tracking system while maintaining employee confidentiality.
  • Responds to requests related to other leave entitlements such as but not limited to: FMLA, PFML, Extended Illness Leave Bank, Legislative Sick Leave, Military Leave and Workers' Compensation Leave.
  • Acts as a subject matter expert by assisting in Training, Development and Mentoring Coordinators.
  • Ensures compliance with collective bargaining agreements, Federal and State laws, rules, and regulations as well as agency policies.Employee Benefits:
  • Monitors EOHHS-Benefit and Leaves central mailbox to ensure timely action on benefits and leaves related emails by responding and resolving requests as required.
  • Acts as a subject matter expert by assisting in Training, Development and Mentoring Coordinators.
  • Maintains the schedule and conducts weekly Secretariat-wide group orientation presentation in coordination with the Career Staff Development (CSD) Unit by providing benefits information. Ensures all policies, documents and literature is maintained and up to date.
  • Oversees and ensures employees make timely and informed decision regarding benefit enrollments, tracks employee benefits requests and transactional changes, audits weekly benefit enrollments tracker, reconciles employee coverage to monthly GIC reports; resolves any discrepancies regarding employee's selected coverages, tracks benefit enrollments and processes benefit confirmation letters in a timely manner.
  • Partners with other EOHHS HR service teams, such as but not limited to the EOHHS HR Payroll Department, Employment and Staffing, and Operations Units, the Group Insurance Commission (GIC), and the State Board of Retirement to ensure the delivery of optimal services and processing of employee enrollments and benefits.
  • Coordinates and processes open enrollment documentation during the GIC's annual open enrollment, including flexible spending accounts, and the Extended Illness Leave Bank enrollment period administered by HRD.
  • Participates in designing and implementing change management processes to enhance efficiencies, ensure consistency and best practices within the state-wide Benefits and Leave Unit.
  • Provides on-going training and development of the BL Unit staff to ensure appropriate and accurate case management and to ensure goals and standards are met.
  • Coordinates and processes retirement applications (Superannuation, Accidental Disability Retirement and Disability) by providing outreach to employees as required, work with the EOHHS HR Payroll Unit and agency contact to complete application for submission to the Massachusetts State Board of Retirement (MSRB).
  • Processes applications and responds to inquiries and correspondence regarding retirement, resignation, termination, and the death of a member in service.General Responsibilities:
  • Promotes the mission of the EOHHS to ensure customer service is maintained in a professional and courteous, timely manner. Participates in special projects, continuing education through training opportunities to learn and improve skills, and works cooperatively with co-workers to carry out effective, efficient, and quality HR services.
  • Processes HR/CMS entries for a variety of benefits, leaves, and HR-related transactions; monitors, audits, and rectifies reports as required, to ensure accurate reporting and data integrity.
  • Works on a variety of HR issues including but not limited to completion of verification requests related to benefits and leaves.
  • Responsible for general office duties including printing, copying, mailing, faxing, scanning, using computer applications, and filing relevant documents in personnel files via OnBase.
  • Answers and responds to inquiries received on the EOHHS Benefits and Leaves customer service line, by providing exceptional customer service, via email, phone calls, and in-person visits with timely follow-up. Investigates matters to resolve problems within acceptable timeframes, routing or escalating complex issues to supervisor or manager.Required Qualifications:
  • Knowledge of the Federal Family Medical Leave Act (FMLA) rules, regulations, and processes.
  • Strong consultative and presentation skills to ensure high-quality customer service.
  • Ability to exercise judgment and discretion in handling confidential matters and understanding of employees' changing needs and situations.
  • Ability to work independently, receive and prioritize other work assignments based on dates of qualifying events to ensure timely processing.
  • Ability to communicate effectively in both written and oral expression to convey information.
  • Ability to organize and maintain accurate records.
  • Ability to work effectively in a dynamic, confidential, time-sensitive, high-volume environment.
  • Organizational skills including ability to manage multiple tasks and assignments simultaneously.

  • Valid driver's license and a means of travel to regional offices within the state of Massachusetts to conduct orientations and presentations as needed.Preferred Qualifications:
  • Knowledge of state government and interrelationships between agencies.

  • Advanced skills in Microsoft Word, Excel, and other agency systems.
